Can a small Vietnamese lacquer painting withstand drilling into on the back to apply hangers or floater frame clips?

  You have said nothing about the size, weight, thickness, condition, or species of the wood, all of which may be determining factors.

The first rule of preservation is to avoid changing the condition of the artwork. So, whether the panel would withstand the drilling and installation of hardware seems to be a secondary issue. The larger issue is whether you should do that to the art in the first place.

Personally, I would be inclined to construct an assembly of formed rod mounts, connected together on the back, to gently hold each side of the panel. This provision would fubction similar to a typical plate hanger, but custom fitted to the art at hand.
